Vietnam Establishes Mong Cai Economic Zone on Chinese Border

On April 10, 2012, the Prime Minister of Vietnam promulgated Decision No. 19/2012/QD-TTg regarding the establishment of a border gate economic zone in Mong Cai, Quang Ninh Province.

The Mong Cai Border Gate Economic Zone includes all of Mong Cai City and the surrounding communes; the Hai Ha Industrial Zone – Seaport; Quang Ha town and some communes of Hai Ha District.

Total natural area of this economic zone is about 121,197 ha (1 ha = 10,000 square meters) of which 66,197 ha is on land and 55,000 ha is in the sea.

The geographic boundary is defined as below:

• North: Border on Donghung (China)
• West: Border on some communes of Dam Ha District and Van Don District
•  East and South: Border on South China Sea – Gulf of Tonkin (Vinh Bac Bo)

The Mong Cai Border Gate Economic Zone is organized into non–tariff and functional areas such as international border gate areas, industrial zones, financial center, urban areas, administrative center, inhabitants area and other functional areas. The scale and location of each area is determined in the general plan and detailed plan of the Mong Cai Border Gate Economic Zone.

This Decision repeals Decision No.675-TTg on the experimental application of a number of policies in the Mong Cai Border Gate Economic Zone of Quang Ninh Province and takes effect from June 1, 2012.
