David Bowen is the U.S. Transfer Pricing Managing Principle and Practice Leader for Grant Thornton LLP. He has over 25 years of transfer-pricing experience. He is the former Special Counsel to the Associate Chief Counsel (International), U.S. Internal Revenue Service, and the former Chief of Branch 3 of the IRS Advance Pricing Agreement Program. He teaches Transfer Pricing in the Graduate Tax Program, University of Florida College of Law, and International Dispute Resolution in the LL.M. Program at George Washington University. His practiced law with Baker & McKenzie and Mayer Brown, and is a former Attorney Advisor to the Chief Judge of the U.S. Tax Court. While at the IRS, he was the Project Chair for rewriting the U.S. Cost-Sharing Regulations, and was one of the IRS Trial Counsel in the Xilinx case (stock-option litigation) and numerous other case matters.
